Experts explained why Russia forgot about the law on noisy cars

In Russia, a bill providing for fines for drivers for driving noisy cars has been postponed. The first talk of new sanctions of up to 30 thousand rubles for motorists was back in 2021. At that time, the authorities proposed banning the operation of cars and motorcycles with modified and dismantled mufflers. At the same time, the volume standards were to appear in a separate government decree. They were going to record violations using special noise-meter cameras.

The bill on noisy cars was adopted in the first reading in July last year, after which the document was sent for revision. Now deputies report that consideration of the amendments will resume no earlier than the fall of 2024. At the same time, experts note that the bill “itself is not simple.” The point lies both in the legal form of the issue and in the technical capabilities of crime detection. After all, the means of fixation must capture not only the general noise level, but also pinpoint its source. In practice this is not yet possible.

Drivers in the US are being fined for playing music that is too loud

Some experts argue that sound level meters can do the job. Other experts believe that if automatic sound level meters are used, errors in determining violations are almost inevitable, since the cameras will attribute the source of noise to cars passing nearby. At the same time, authorities should introduce mechanisms to challenge fines similar to those used for errors in vehicle speed measurements.

Vice President of the National Automobile Union Anton Shaparin even told the editorial board of Postnews that the bill makes no sense, since the noise standards for cars are fixed in the technical regulations on the safety of wheeled vehicles. In addition, this same document prohibits changing the design of the exhaust system.

In November last year, the authorities announced their readiness to fine drivers for noisy cars. It was proposed to send the vehicles of violators to special parking lots.
