The corresponding bill was adopted by the State Duma in the second, main reading, TASS writes. With the adoption of the draft amending the law “On State Registration of Vehicles in the Russian Federation,” insurance checks will only be made on the roads.

According to the Russian Union of Auto Insurers (RUA), this decision was made prematurely: first, road cameras need to be taught to “catch” uninsured drivers. It was planned to provide them with such functionality in the first quarter of 2024, but the necessary amendments to the Code of Administrative Offenses have not yet been made.

The bill will also allow drivers to deregister a car immediately upon sale, and not 10 days after the application. Another innovation is a new basis for refusing to register foreign cars. This could result from failure to pay the recycling fee on time.
