The Blue Card car insurance system has come into effect

From July 1, Russians began to be issued “Blue Cards”—a new type of insurance certificate for traveling to Belarus. Such a document will replace the “Green Card”: issuing policies on “green” forms is not allowed from this date, with the exception of issuing duplicates. Agreements drawn up before July on old forms will remain valid until the period indicated on them expires.

The “Blue Card” will confirm the insurance of civil liability of Russian drivers when traveling to the Republic of Belarus. Its meaning is the same as the “Green Card” – the document will eliminate the need to issue separate local insurance.

As for the price, the old tariffs will apply until July 14, 2024, and reduced base rates will apply from July 15. Tariffs will be recalculated taking into account inflation once a quarter, and not monthly, as before.

The international Green Card policy began working back in the 50s of the last century, but Russia joined the system only in 2009. And a year ago, due to sanctions, the General Assembly of the Council of Insurance Bureaus “Green Card” decided to indefinitely suspend the membership of the Russian Union of Auto Insurers and the Belarusian Bureau of Transport Insurance, so the countries had to develop their own analogue.

Electronic Blue Cards may appear in the future. Some developments have already been made: the National Insurance Information System (NIIS, a subsidiary of the Central Bank) is working on this together with the Russian Union of Auto Insurers. The technical component will be ready in 2025.
