The Ministry of Internal Affairs proposes to introduce a so-called controlled stay regime for illegal immigrants, which would provide for a number of prohibitions, writes TASS. They want to deprive them of the right to obtain and change a driver’s license in Russia, register and drive a car. Also among the restrictions are a ban on transferring money, registering as an individual entrepreneur, purchasing real estate, getting married, and others.

The controlled stay regime will be applied if a foreigner’s temporary stay or residence permit has expired, as well as if he has illegally crossed the border or his visa, refugee status or citizenship has been revoked. Migrants included in the register will be required to notify the Ministry of Internal Affairs of their location, as well as of their upcoming departure from Russia. Violation of these rules risks deportation.

The bill is being discussed and will soon be submitted to the State Duma.

Today there are about 6.4 million foreigners in Russia, most of whom came to work. At the same time, from 1.5 to three million, or almost half of them, may be illegal immigrants, migration expert and former deputy director of the Russian Federal Migration Service Vyacheslav Postavnin said earlier.

From time to time in Russia it is proposed to prohibit foreigners from working in taxis. Some regions are resolving the issue on their own: for example, migrant work in transport was recently banned in the Magadan region, and before that the ban was extended by the Chelyabinsk region.
