Spring warmth attracts drivers and passengers to enjoy the warm wind. Many people stick their hands out the windows, some even stick their heads out. However, most do not think that for this you can get more than one fine. A representative of the traffic police explained what penalties threaten those who like to touch warm air currents, and also who will receive them – the driver or the careless passenger.
Firstly, the specialist noted that the rules were established for the safety of people. Sticking your hand or head out the window can cause injury from a nearby branch, even if the car is moving at a low speed. According to traffic regulations, the driver has the right to transport passengers only in the cabin of the vehicle. Anything else is considered a violation.
If a person leans out of the window, the driver faces a fine of 1,000 rubles under Article 12.12 of the Administrative Code. This is interpreted as a violation of transportation rules. If the passenger was not wearing a seat belt, he faces a fine of 500 rubles.
At the same time, the expert noted that some hand signals from the car are not a violation of the rules. We are talking about special gestures that indicate the vehicle is turning. They are allowed to be used if the turn signals stop working along the way in order to avoid getting into a difficult traffic situation. In other cases, you will have to pay a fine if the violation is noticed by a traffic police representative.
