The faction “A Just Russia – For Truth”, led by Sergei Mironov, submitted to the lower house draft amendments to the Code of Administrative Offenses, implying the registration of personal mobility devices (IM). They also introduce harsh penalties for traffic violations, including 10 to 15 days of arrest for repeat speeding and driving while intoxicated.

For using a SIM with an unreadable, unregistered or false state sign, the driver is proposed to be fined 500-5000 rubles. The fine for driving not in the far right lane is 1,000 rubles, for driving on pedestrian paths, sidewalks, pedestrian zones and in areas where SIM traffic is prohibited – 2,000 rubles.

It is proposed to punish those crossing the roadway in the wrong place with a fine of 800 rubles, those who refuse to let pedestrians through – by 1,500-2,500 rubles, and those driving through a red traffic light – by 1,000 rubles.

Fines for speeding are also prescribed. Exceeding by 10-20 kilometers per hour will cost 500 rubles, by 20-40 – 1000-2000 rubles, by 40 or more – 2000-3000 rubles.

The maximum fine awaits scooter riders with “passengers” – 5,000 thousand rubles. You will have to pay the same amount for repeatedly running a red light, leaving the scene of an accident, causing moderate harm to health and repeated speeding. It is also proposed to arrest repeat offenders who violate the speed limit for a period of 10 to 15 days.

Earlier, a draft on mandatory state registration of scooters was already submitted to the State Duma. They want to make the process simpler than for motorists: it will be possible to register a SIM through government services.
