According to the Kommersant publication, payment of the recycling fee for the fourth quarter of 2023 and the first to third quarters of 2024 will be postponed to December next year.

AvtoVAZ, KAMAZ and Moskvich asked for a deferment. According to the head of AvtoVAZ, Maxim Sokolov, the funds planned in the plant’s budget for interest repayment will reduce the company’s ability to invest in its own development. In addition, paying the disposal fee will reduce the volume of working capital. In December of this year, the domestic concern must pay about 60 billion rubles.

In addition, the companies reported that due to the increase in the key rate, enterprises are forced to take out bank loans at high interest rates, which negatively affects the advance payment of components. Meanwhile, the Ministry of Industry and Trade stated that all companies operating under special investment contracts will receive a deferment from paying the recycling fee.

Last year, the deferment allowed domestic enterprises to restart production after foreign partners and suppliers refused to renew contracts due to anti-Russian sanctions.

At the end of October, the procedure for paying for recycling fees changed in Russia. At the same time, preferential conditions apply to private owners of cars up to three years old and with an engine up to three liters.
